Health Systems Stabilisation & Delivery

On 9 July 2011, the Republic of South Sudan became an independent nation after nearly three decades of conflict and the displacement of hundreds of thousands of South Sudanese.

The Health Pooled Fund 3 (HPF) model emphasises stabilisation the health system under the stewardship of the Ministry of Health (MoH). This approach is designed to enable the long-term sustainability of the health system and to catalyse the transition of responsibility for primary health care service delivery to MoH and its county health departments. The MoH faces a number of challenges in its efforts to streamline and transform the health system and improve the of quality health services to meet the needs of all the people of South Sudan, especially the most vulnerable women and children. Poverty, inadequate infrastructure and a critical shortage of trained personnel make the challenge all the more demanding.

Activities under this work stream aim to nurture the health system for lasting results by supporting the capacity of the MoH at the central, state, county and facility levels to plan, monitor and manage service provision over the medium and longer term.

  • Human resources for health management
  • Public finance management
  • Leadership and governance
  • Pharmaceuticals supply chain management

The Health Systems Stabilisation team is constituted of specialists from Crown Agents and Montrose international who work with the Ministry of Health to ensure that there is increased delivery and availability of quality health services at HPF supported health facilities.
