COMMUNITY ENGAGEMENT SPECIALIST

HPF began its third phase of programming (HPF3) in July 2018 and is planned to run until 2023. The project is funded by the British Government’s Department for International Development (DFID), the Government of Canada, the Swedish International Development and Cooperation Agency (SIDA) and United States Agency for International Development (USAID).

HPF3 merges two previous health programmes, HPF1 and HPF2 supporting services in eight state hubs of South Sudan formerly known as: Eastern Equatoria, Central Equatoria, Western Equatoria, Northern Bahr el Ghazal, Western Bahr el Ghazal, Warrap, Unity and Lakes.

The programme has the following 4 principal outcomes:

  • Enhanced delivery of integrated health services through a network of health facilities.
  • Expanded Community health services for the prevention and treatment of common conditions.
  • Strengthened management of the Supply Chain for essential drugs and commodities.
  • Stabilize health systems that are responsive and accountable to the needs of communities and individuals accessing health services.

Position Summary

The Community Engagement Specialist will play critical role in l the community health system program. He/she will provide technical support to increase the utilisation and quality of health services, with emphasis on maternal and child health / BHI /Family planning and Nutrition services, scale up health promotion and protection interventions so as to empower communities to take charge of their health and strengthen institutional functioning, including governance and health system   effectiveness, efficiency and equity.

 Responsibilities

  • Participate in BHI technical working group meetings at national level.
  • Develop and review Boma Health Initiative documents with MoH, implementing partners and the UN.
  • Collaboratively strengthen institutional capacity at national, State and County to plan, coordinate implement, and monitor BHI activities.
  • Support formation of BHI TWG at the State level and collaboration with SMoH BHI Secretariat technical working group for implementation of a standardized package of services across the country.
  • Support the expansion and institutionalization of the Boma Health initiative (BHI) through review of workplans, budgets, training reports and holding experience sharing meetings.
  • Work with IPs, State officials and CHDs in sensitising stakeholders, setting up coordination structures, selection and training of BHWs
  • Facilitate the collection and sharing of community health good practices and success stories across IPs through program reviews, field visits and reports.
  • Provide technical guidance to IPs in implementing a uniform BHI across the Lots.
  • Provide guidance to IPs on HPF BHI approach in the linked health facilities and how to merge the roles of facility and Boma Health Committees.
  • Ensure that IPs are using the right BHI equipment, registers, training curriculums and IEC materials.
  • Build the capacity of IPs as may be required
  • Participate and contribute to BHI related workshops, trainings and learning events
  • Monitor data collection processes with IPs, ensuring the DHIS data is collected in a timely manner, inputted correctly into the CHMIS.
  • Track ITT and DHIS data quality, ensuring that BHW verification data verification visits are conducted on quarterly basis and evaluation of BHI data for decision making.
  • Compile and share data bases of BHW information as and when required.
  • Work with IPs to increase health promotion and awareness
  • Coordination with HSSD department, MEL, operation research, GAVI to optimize resources, technical input into the BHI.
  • Monitor and forecast BHI drugs, registers, MUAC tapes, RDTs, ARI timers.
  • Inform IPs about dispatched BHI drugs in every consignment.
  • Support integration of HPF supported community health interventions with GESI, MNCH, FP, EPI, Nutrition, and behavior change communication initiatives.
  • Review of BHI sections in IP report and providing feedback.
  • Routine internal technical reporting at HPF.
  • Any other relevant duties commensurate with experience as designated by the Line Manager

Requirements

  • At least a postgraduate degree in Social Studies or in any other relevant discipline;
  • Minimum of 8 years’ experience in the design, implementation and monitoring of gender-sensitive community engagement interventions to address social exclusion including gender in the region, and including at least five years in development cooperation projects;
  • Demonstrable technical expertise and working knowledge of health sector and community engagement preferably in a conflict or post-conflict environment in Africa
  • Proven track record of technical input in the area of gender mainstreaming in health, community development programs including participatory and innovative methodologies.
  • Ability to lead but also work well with diverse team members, NGOs and government and other stakeholders
  • Willingness to work in hard to reach areas and travel to health facilities
  • Excellent analytical and reporting skills
  • Excellent command of written and spoken English

Desirable

Duration

Annually renewable contract beginning 1st August 2020 to June 2023 dependent on availability of funds and good performance.
